The most important changes include new eligibility requirements for the applicant, streamlined procedures in determining the conflict of interest and requirements for Lead-based Paint compliance.

The City of Lee’s Summit was designated as an Entitlement Community under the Community Development Block Grant program of the Department of Housing and Urban Development. Funds must be used to benefit low-to-moderate-income persons, address slums and/or blight or address a particular urgent community need (disaster).
The City Council has approved $59,093 in grant funds for the First Time Homebuyer Program for the program year beginning July 1, 2009. This program is being offered in partnership with the City of Lee’s Summit Human Relations Commission.
Grants under the First Time Homebuyer Program will be issued in the maximum amount of $3,000 and will be available to low income households to be used for:
• Up to 50% of required down payment
• Reasonable closing costs
• A combination of the above, not to exceed $3,000.
Grants are awarded on a first-come-first-served basis.
Income guidelines are based on the Section 8 Low Income Limit (generally 80 percent of the area median family income, adjusted by household size). Eligible households will have total household incomes (of all sources) equal to or less than the most recent guidelines from HUD as follows:

For the purposes of this program, the following will qualify as a “first time” homebuyer:
• Someone who has not owned a home for the past three (3) years, or;
• A single parent as defined by HUD or a displaced homemaker as defined by HUD
Only homes located in the corporate limits of the City of Lee’s Summit, Missouri are eligible for the program. Homes that were built before 1978 must pass a deteriorated paint inspection. If they fail the inspection, proper actions must be taken to address the lead-based paint hazards according to HUD regulations before they can quality for this program. In addition, the purchasers must agree to maintain the homes as their primary place of residency for three (3) years.
Application information, forms and other related documents are available as at Planning & Development Department in City Hall, 220 SE Green Street, Lee’s Summit, Missouri, 64063 and as PDF files for download on this page below. Complete applications must include documentation of income and a pre- approval letter from a qualified mortgage lender. Lenders who wish to participate in the First Time Homebuyer Program must have a Memorandum of Understanding on file with the City. Applications should be turned in to the Planning & Development Department at City Hall during the hours of 8:00 a.m. – 5:00 p.m, Monday through Friday, except holidays. They may also be mailed to the above address, c/o First Time Homebuyer, Planning & Development Department. Applications will be accepted on a first come, first served basis until available funds are completely expended and reserved. Submission of an application does not guarantee approval.
